PROVIDENCE, R.I. -- U.S. Rep. David N. Cicilline is sponsoring legislation that he says will stop the sales of guns from dealers whose licenses have been revoked.
Cicilline said Wednesday that his bill, the Fire Sale Loophole Closing Act, amends the federal law so that dealers with revoked licenses can no longer turn their inventory into a "personal collection," which they can sell privately and without restrictions.
Instead, the firearms will have to be transferred to a licensed dealer. (Rhode Island law doesn't allow private sales of firearms.)
Cicilline called the legislation a "common sense idea" that prevents firearms from being sold without restrictions, and results in consequences for dealers whose licenses are revoked.
The same bill was introduced last year but never made it to a hearing, Cicilline said.
