PROVIDENCE, R.I. -- A request for a "pre-application" review of an apartment tower proposal considered for downtown has been pulled from the agenda of the city's Downtown Design Review Committee.

The committee on Monday was going to begin discussing a proposal for a 10-story apartment building planned for 131-171 Canal St., along the Moshassuck River. The review was the sole agenda item. It was pulled Thursday after an inquiry by a Journal reporter.

The Canal Street parcel was the site of an earlier residential tower proposal. Developer H. Charles Tapalian in 2002 proposed a 13-story tower for the same site. He later withdrew the plan after it ran into opposition from tenants in the area and the Providence Preservation Society.
