Troopers assigned to the Rhode Island State Police Marine Unit responded to a minor collision between two boats in Newport Harbor outside Fort Adams State Park during the Newport Folk Festival. The operator of the boat that caused the collision tried to leave, according to state police

Deborah I. Saboya, 51, of 160 Bristol Ferry Rd, Portsmouth, was taken to the Wickford Barracks, where she refused to submit to a chemical test, the state police said.
