Update: Police seeking two men in fatal shooting on Westminster Street

PROVIDENCE, R.I. -- A man was shot and fatally wounded in his car early Friday afternoon in the midst of a heavy downpour on Westminster Street at Knight Street.

Later, police announced they have warrants for the arrest, on homicide charges, of 21-year-old Kongvannark "Ricky" Maloney, of 21 Benedict St., and 20-year-old Felix Olivares, of 109 Porter St.

Major David Lapatin said the victim, whose name was still being withheld, had been driving out of a parking lot at the Wiggin Village housing complex when his car was struck by another, whose driver leaped out, shot the victim, and ran off.

He said investigators do not believe that it was a routine traffic accident.

The victim was pronounced dead in Rhode Island Hospital shortly before 1 p.m.

Officers sealed off Westminster Street for a block as they searched the two cars, still locked together at the driveway entrance.

Both the driver's and passenger's windows of the victim's car were shot out. A soft-drink container lay knocked over on the front seat.
