CRANSTON, R.I. -- A substitute teacher who sent two third-graders out into the cold without their coats on Monday because they were "acting up" in class has been disciplined, school officials confirmed.

The substitute teacher at The Stadium School demonstrated a "lack of classroom management,'' Raymond L. Votto Jr., the School Department's chief operating officer, said Wednesday. "The kids were acting up. The teacher is responsible to manage the classroom and that wasn't the way it should have been done."

Votto declined to disclose the type of disciplinary action taken, but noted that substitutes are "at will" employees, meaning they're hired at the department's discretion, and aren't covered by the teachers' union contract.
