PROVIDENCE, R.I. -- The man shot to death in a car on a dead-end street in the city's West End early Saturday has been identified as Robert C. Ballew, 27, of Providence.
Police Chief Hugh Clements said that Ballew's murder, the 13th in the city this year, is not believed to be a random act. He declined comment on why Ballew may have been targeted.
Ballew had been out on bail since May, when Central Falls police charged him with carrying a firearm without a license and resisting arrest.
Over the weekend, mourners left candles and condolences for "Pookie."
Ballew had been sitting in the driver's seat of a Dodge pickup in the parking lot at 5 Palm Court at around 3:15 a.m. on Saturday.
