Washington County residents urged to seek shelter from storm

TAUNTON, Mass. -- The National Weather Service's center in Taunton has issued a severe thunderstorm warning for parts of Washington County in Rhode Island.

A storm is moving northeast at more than 60 mph, and can produce damaging winds, large hail and deadly lightning, the Weather Service said.

The agency urged residents to seek safe shelter immediately.

The warning is to be in effect until 4 p.m.


Ex-Providence fire chief denied accidental-disability pension

PROVIDENCE, R.I. -- Superior Court Judge Sarah Taft-Carter has upheld the Providence Retirement Board's decision to deny an accidental-disability pension to retired Fire Chief George S. Farrell.

The ruling comes after Farrell asked the court to order the board to pay him a tax-free accidental disability pension because he suffers from myelogenous leukemia, an illness that was diagnosed in August 2007.

Farrell, who is a collecting a regular retirement pension, served as chief of the state's largest fire department from April 2007 to Dec. 10, 2010.

His last salary was $138,645.

SOUTH KINGSTOWN, R.I. -- Four witnesses testified Friday at the trial of former Chariho School Committee member Terri Serra, who is accused of violating Rhode Island's social host law and of failing to render help at a crash involving four teenagers who had been on her property.

Joshua Baton Sr. testified about arriving at the crash on Route 112, Charlestown, early on Oct. 23, after his son, also named Joshua, called him saying his friends had been in a wreck and he thought they were dead. He had been at the same gathering.

The older Baton said he confirmed that another adult had called 911, then saw John Lamotte, a rear seat passenger, who "was hanging out, his hands almost touching the ground, bleeding from his face."

Flash-flood warning issued for much of Rhode Island

PROVIDENCE, R.I. -- The National Weather Service at 4:57 p.m. issued a flash-flood warning for Providence, Washington, and Kent Counties.

Roads can be inundated with several inches of water in a short period of time, the Weather Service's Taunton, Mass., office said. Those living in areas prone to flooding should seek higher ground.

The warning will be in effect until 9 p.m.

Citizens Bank online service interrupted

PROVIDENCE, R.I. -- Citizens Bank said it had an temporary interruption of its online banking systems Friday morning.

"We experienced some technical issues this morning that impacted Online and Mobile Banking," said spokeswoman Ashley Gingerella O'Shea. "Both services were restored earlier today. We apologize to our customers for any inconvenience."

She said she could provide no more information.

Boaters should seek safe harbor immediately. There is a possibility of waterspouts, which can overturn boats.

The warning remains in effect until 6:30 p.m.

PROVIDENCE, R.I. -- A WPRO-AM content producer is suing morning talk-show host John DePetro, alleging that he sexually harassed her and that her supervisor refused to investigate her complaints or intervene.

Dee DeQuattro, 24, filed suit Friday in Superior Court naming DePetro; Cumulus Media; Citadel Broadcasting; DeQuattro's supervisor, Barbara Haynes; and lawyer Nicole Waller as defendants.

DeQuattro alleges DePetro made sexual advances to her May 12, after inviting her to lunch and instead driving to a house in Barrington. DePetro, she says, repeatedly apologized and stopped the "harassing" behavior before resuming it, including showing her images of women he said he was attracted to.

In July, the suit says, he asked her if he and another woman could have sex with her and her boyfriend.

DePetro denied the allegations through his lawyer, Tim Dodd. "John DePetro is completely innocent. He is not a party to any misconduct ...," Dodd said. "These allegations are patently false and we will not give them credence by further discussing them."

Weather Service issues tornado watch for R.I.

PROVIDENCE, R.I. -- The National Weather Service at 3:30 p.m. issued a tornado watch for much of Rhode Island and nearby Massachusetts, and for the coastal waters of both states.

The Weather Service said that residents of Providence, Washington, Kent, Bristol and Newport counties should be on the lookout for large hail and damaging winds.

The watch is in effect until 9 p.m.

Later, the National Weather Service has issued a Special Marine Warning for Narragansett Bay, saying a storm over Greenwich Bay is moving northeast.

Boaters should seek safe harbor immediately. There is a possibility of waterspouts, which can overturn boats.

The warning was in effect until 6:30 p.m.

At 3 p.m., the National Weather Service at 3 p.m. issued a Special Marine Warning for Block Island Sound, Rhode Island Sound and the waters off Martha's Vineyard, Point Judith and Quonset Point, telling small craft to seek safe harbor immediately.

The storm line is moving north at 30 knots, and strong gusts and lightning can be expected.

Storm brings flooding to some R.I. streets before water subsides

PROVIDENCE, R.I. -- Heavy showers moving across Rhode Island brought flooding to streets in several communities late Friday afternoon, bringing traffic to a halt at some intersections before the waters subsided.

Police in Barrington said before the flooding subsided, a car was stranded at County Road and Waseca Avenue, and another on Bosworth Street.

Warwick police said they received numerous calls during the height of the storm but the biggest problem spots were Old Forge Road and at Post Road and Cowesett Road.

In Providence, firefighters were sent scampering to nearly 20 locations where box alarms were triggered by wet weather.

67-year-old man remains in trauma center after boating accident in Narragansett

NARRAGANSETT, .R.I. -- A 67-year-old man remained in the trauma center at Rhode Island Hospital Friday evening, a day after being ejected from a power boat on the Narrow River.

Fire Dept. Capt. Peter Taylor said the man, whose name has not been released, was not driving but is believed to have been on the bow of the boat when he landed in shallow water, suffering head and neck injuries.

Taylor said a bystander saw the man and brought him to shore, where a fire rescue crew initially brought him to South County Hospital before his transfer to Rhode Island Hospital. The accident occurred just west of the Sprague Bridge.

R.I. mosquito tests detect Eastern Equine Encephalitis for first time this year

PROVIDENCE, R.I. -- The state Department of Environmental Management said Tuesday that testing of a mosquito pool, or sample, from a trap set in central Tiverton has detected Eastern Equine Encephalitis.

It is the first time this year that EEE has been identified in Rhode Island, although it is presumed likely present in other state areas, the DEM said in a news release. The positive result was from a Culiseta species that feeds almost exclusively on birds.

As a result, the DEM will set extra mosquito traps in the East Bay area.

In Rhode Island EEE has only been found in mosquito species that bite birds, unlike Massachusetts, where EEE has been isolated in mammal-biting mosquito species trapped in numerous locations in southeastern Massachusetts.

Arrow lands in Providence apartment

PROVIDENCE, R.I. -- During a weekend of bullets flying into houses, a car, and people throughout the city, things went a little differently on Federal Hill.

Early Saturday, someone shot an arrow into an apartment at 64 Vinton St.

Daniel Biafore, 22, told police that he heard a window break at the back of his apartment at around 12:15 a.m. The police seized the Radial X arrow, which had masking tape wrapping a break in the shaft.

No one was injured, and it wasn't clear where the arrow came from.


PowerBall jackpot hits $320 million, R.I. Lottery says

CRANSTON, R.I. -- Wednesday's PowerBall jackpot has been raised to an estimated $320 million, making it the 4th largest PowerBall jackpot ever, the Rhode Island Lottery announced on Tuesday.

If the winner chooses the cash option, the lump-sum payment will be $213.3 million.

This is also the second-largest jackpot amount since the PowerBall game changed in January, the Lottery said. The record $336.4-million jackpot was won on Feb. 11 by a ticket sold in Newport. There have been 14 consecutive draws without a jackpot winner since the current run started on June 27.

PROVIDENCE, R.I. -- The man shot to death in a car on a dead-end street in the city's West End early Saturday has been identified as Robert C. Ballew, 27, of Providence.

Police Chief Hugh Clements said that Ballew's murder, the 13th in the city this year, is not believed to be a random act. He declined comment on why Ballew may have been targeted.

Ballew had been out on bail since May, when Central Falls police charged him with carrying a firearm without a license and resisting arrest.

Over the weekend, mourners left candles and condolences for "Pookie."

Ballew had been sitting in the driver's seat of a Dodge pickup in the parking lot at 5 Palm Court at around 3:15 a.m. on Saturday.

Police: Dighton, Mass., man says he was sexually assaulted at Providence massage parlor

PROVIDENCE, R.I. -- A Dighton, Mass., man is pressing charges against a well-known local massage parlor, saying he was sexually assaulted.

The 30-year-old man told police on Saturday about an incident in April, when he went to the North Main Street Spa for a massage, according to a police report.

The massage proceeded in ways that have gotten its proprietor and masseuses arrested in the past for prostitution -- and ended the same way. The man said he told "Yo Yo" that he had a girlfriend, the report said, but she completed the sex act.

The man said he wanted "Yo Yo" charged with sexual assault. (The Journal does not identify people who say they are victims of sexual assault.)

The incident is under investigation, according to police.


R.I. girl, 12, headed to White House with healthy recipe for broccoli omelet

CRANSTON, R.I. (AP) -- A 12-year-old from Cranston is headed to the White House for the first-ever "Kids' State Dinner" after being named a winner of the first lady's healthy recipe contest.

Caroline Cowart's broccoli and cheese egg white omelet was named one of 54 winners in the "Healthy Lunchtime Challenge." There were more than 1,200 entries.

The White House in May invited children ages 8 to 12 and their parents to submit an original recipe. The contest is organized by Michelle Obama's "Let's Move!" anti-obesity campaign.

Caroline, a seventh-grader at Western Hills Middle School, says she almost didn't enter but took a risk. Caroline's mom, Jennifer Cowart, writes a blog at thewholebagofchips.com.

U.S. Sen. Jack Reed's office announced the award on Tuesday. The White House dinner is Aug. 20.

R.I. House Speaker Fox calls on accused Rep. Medina to 'suspend campaign'

PROVIDENCE, R.I. -- Within hours of State Rep. Leo Medina's arraignment on charges of practicing law without a license, House Speaker Gordon Fox called on Medina to suspend his re-election campaign.

"Today's eight criminal charges for practicing law without a license, when combined with the three earlier charges of embezzlement that are still pending and other allegations that have recently come to light, add up to a very disturbing pattern of conduct," Fox said in a statement issued shortly before 4 p.m.

"Although everyone is entitled to their day in court, I believe it would be appropriate for Representative Medina to suspend his campaign and address these charges and allegations."

Frozen lemonade vendor robbed by man in Pepsi T-shirt

PROVIDENCE, R.I. -- A vendor selling frozen lemonade told police he was robbed by a gunman wearing a Pepsi shirt Sunday evening in the Silver Lake neighborhood.

Javier Santiago, 40, told police he was pushing his lemonade cart on Atwood Street at around 7:20 p.m. when a dark gray Ford Explorer stopped near him.

A man wearing a shirt with the Pepsi graphics got out of the passenger seat and pointed a gun at him, Santiago told police, so he turned over his waist pouch filled with the day's lemonade sales.

The SUV sped off onto Union Avenue. Santiago was uninjured. The suspect was described as a black man, between 20 to 30 years old, 5 feet 8 inches tall, medium build with a scar over his right eye.

Family dog shot to death in Providence attempted robbery

PROVIDENCE, R.I. -- A family's pit bull was killed during an attempted armed robbery in the Wanskuck neighborhood Monday evening.

Joel Lopez, 21, told police that a man showed up at his family's house at 22 ONeil St. before 8:30 p.m. and demanded to see "the old man." When Paulino Lopez, 56, came out, the stranger pulled a gun and asked where the money was, according to a police report.

The Lopezes fled toward the house, and the stranger with the gun opened fire -- killing the family dog.

The shooting was under investigation.


Fundraiser to assist children of deceased Rehoboth firefighter

REHOBOTH, Mass. -- The Rehoboth Station 2 Fire Fighters Association is working to raise money for a fund to benefit the children of Kenneth Marshall Jr., a firefighter and association member who died of a heart attack during a fire alarm call on Thanksgiving last year.

Marshall left his wife and two minor children, according to Jonathan Marshall, president of the association. The goal is to raise $15,000. The organization will hold a rally on Saturday at Uno's Chicago Grill, 221 Washington St., Attleboro, from noon to 6 p.m.

Uno's will donate 20 percent of restaurant tabs to the fund, the association said, adding that it had sought donations from local businesses for use as prizes for a raffle.
