PROVIDENCE, R.I. -- Braving the cold and the wind, Colleen Peterson walks to work at Brown University along South Main Street Monday morning from her home in Fox Point. At right, the vacant land where Route 195 used to be off Wickenden and South Main Streets was a handy place to dump some of the snow remaining from last week's blizzard. A combination of cold air and strong wind has dropped the wind chill into single digits.
