PROVIDENCE, R.I. -- Police have blocked off an area around the 300 block of Richmond Street, where smoke could be seen emanating from a manhole.
A woman on a gurney was loaded into an ambulance.
Fire trucks are on the scene. A police officer diverted traffic away from the area.
