Troubled Providence anti-poverty agency reorganizes as new nonprofit

PROVIDENCE, R.I. -- A new nonprofit corporation has been created to replace the financially enfeebled Providence Community Action Agency, and the new entity has named a longtime housing specialist to oversee its business as executive director.

ProCAP, which is in state court receivership, announced Monday that with court approval it has launched a successor organization called Community Action Partnership of Providence. The successor organization, which carries the acronym CAPP, inherits ProCAP's slimmed-down operations, such as a program to help poor people pay their heating bills.

CAPP has appointed Melissa Husband, who became program director of ProCAP in May, as its $95,000-a-year executive director.

Husband, a lifelong city resident, worked for Rhode Island Housing in several capacities for eight years, including coordinator of Supportive Housing Programs, Continuum of Care and Supportive Services.
