CENTRAL FALLS, R.I. -- James A. Diossa, who was elected in December as the city's first Latino mayor, will sign a set of sweeping municipal ethics reforms into law on Thursday.
The ceremony, scheduled for 5:30 p.m. in Diossa's City Hall office, comes a week after former Mayor Charles D. Moreau was sentenced to two years in prison on a federal corruption charge.
Moreau served as mayor of Central Falls from 2004 until he resigned in September and agreed to plead guilty to a felony count of Federal Program Fraud. He is scheduled to report to prison on March 4.
The ethics reforms that will be adopted creates a city ethics code, requires lobbying disclosure, prohibits pay-to-play and mandates honorable service in order to collect a city pension.
